2020 CAMPAIGN

In 2016, I campaigned on the issues of building density/historic preservation; traffic; tourism; Airport Land Use Compatibility Plan (ALUCP); and Navy relations. Going forward in 2020, my objectives as a Councilmember remain consistent, with the addition that:

  • Leading Coronado out of the COVID-19 crisis is now paramount to maintain the health and safety of our citizens; to support local businesses in ensuring an expedient revitalization of Coronado's commercial districts; to balance the city's reduced revenues while maintaining the present caliber of public services; and to keep residents informed of the totality of Coronado's recovery process.

In addition, I will continue to focus on improving residential quality of life, especially with regard to:

  • Advocating for a reduction in SANDAG's "Regional Housing Needs Allocation" (RHNA) from the current mandated allocation of more than 900 new housing units to be built in Coronado over the next 8 years, and establishing criteria to implement the final mandated allocation in a way that will mitigate mass and preserve Coronado's vintage scale, open areas, and charm.
  • Collaborating on the Port of San Diego's master plan to secure the most residential-favorable outcomes for any Port changes to the Ferry Landing, Coronado Golf Course, and Grand Caribe Isle in Coronado Cays.
  • Calming traffic by developing a comprehensive Traffic Calming Plan for Coronado and creating alignment between it and active transportation objectives to reduce vehicular traffic speeds; increase pedestrian/bike safety; and improve aesthetics, especially as they relate to enhanced greenery.
  • Executing relinquishment of State Routes 282 and 75 (3rd and 4th Streets, Orange Avenue, and Strand) from California Department of Transportation (CALTRANS) by working through the legislative approval process and developing a plan for operation and maintenance of roads.
  • Finalizing Airport Land Use Compatibility Plan (ALUCP) for NASNI by continuing to advocate with San Diego County Regional Airport Authority to minimize negative impacts on land use in Coronado.
  • Maintaining Navy relations by collaborating in reducing detrimental effects of base operations on residential neighborhoods with regard to aircraft safety and noise, as well as vehicular traffic; and lobbying federally-elected officials for additional security funding so that all base entry gates can be kept open to minimize traffic backups in Coronado.
  • Improving environmental protection by completing a Climate Action Plan for reducing greenhouse gas emissions; developing a Sea Level Rise Vulnerability Assessment and Adaptation Plan; and establishing a strategy for allocating federal funding to address the problem of Tijuana River Cross-Border sewage, including a management plan and timeline for improvements, as well as identifying necessary next steps.
